Subject: NEW ISSUE: POL30023 should not be a conformance statement

DESCRIPTION:
While writing a test assertion for POL30023, it became clear that this statement might be better phrased as a non-conformance statement given it's definitional nature.
Two intents MUST be treated as mutually exclusive when any of the following are true:
- One of the two intents lists the other intent in its @excludes list.
- Both intents list the other intent in their respective @excludes list.

Rephrase as:
Two intents are mutually exclusive when any of the following are true:
