TARGET: SCA Policy FW spec (PRD)

DESCRIPTION: 
The SCA-Bindings TC has decided that the existing qualifiers for the SOAP intent should be defined to be mutually exclusive. This definition is maintained by the Policy TC in the spec and in the intent definitions XML document.

PROPOSAL:
The Bindings TC resolved their issue with the proposal in the JIRA [1].

In addition to the intent definition change as described in [1], line 2287 from [2] should be changed as follows:
Standard mutually exclusive qualified intents also exist for SOAP.1_1 and SOAP.1_2, which specify the use of versions 1.1 or 1.2 of SOAP respectively.

I also note a typo in [POL100002], line 2290 [2] , which should be changed to:
When a SOAP intent is qualified with 1_1 or 1_2, then SOAP version 1.1 or SOAP 2291 version 1.2 respectively MUST be used to deliver messages. [POL100002]
