This is an interesting idea, but the problem is that not all intents are satisfied via policySets. A proposal along these lines would also have to address intents that are satisfied by bindingTypes (e.g JMS) and implementationTypes (e.g managedTransaction).

We need to have some discussion around the question of intent support.
Here is a proposal.  This is informed by Mike's note earlier this morning.

Let us define two levels of intent support: intent recognition and
intent satisfaction.
With intent recognition, SCDL files containing intents are valid but no
attempt is made to satisfy the intents.
With intent satisfaction, intents contained in SCDL files are satisfied
using available policySets.

These two levels of support are used with External Attachment and Direct
Attachment, respectively.

*External Attachment: *SCDL files containing intents are validated.  
Externally attached policySets are then
processed.  The functions specified in their @attachTo attributes are
evaluated and the policySets are attached
as indicated by these functions.  The functions specified in the
@attachTo attributes of policySets may use the
presence of intents.  After the policySets are attached, the intents are
discarded.

Direct Attachment: * SCDL files containing intents are validated.  
Intents contained within the SCDL files are
satisfied using the available policySets.

If folks are agreeable to this explanation, we need to add words to the
description of External Attachment to clarify.
