[sca-policy] NEW ISSUE: Where/how are intents defined?

The Policy Framework spec says:

All the intents in a SCA Domain are defined in a global, domain-wide
file named definitions.xml.  Details of this file are described in the
SCA Assembly Model <#SCA_Assembly> [SCA-Assembly].

There is no associated normative statement.

This issue is meant to address the following two points:

1.   This seems to require an XML file containing intent definitions.
The question is,
can intents (and PolicySets) be defined in other ways.  For example as a
file containing a list of URI's?  Or a single URI that points to a file
containing a list of URIs?

2. Mike Edwards pointed out that the above statement is not consistent
with prose in the Assembly spec that allows for
multiple definitions files.

Some clarification seems to be needed in the Policy spec.

All the best, Ashok
