Folks,

Following the action item I took at
last week's Policy TC meeting, here is an updated proposal for Issue 93:

It is change marked, but unfortunately,
there appear to be more changes marked than relate directly to this issue.
The majority of the changes are in the

Appendix A

*** Special plea:

When putting a reference into the specification,
which references some other section of the specification, please do this
**ONLY** using the name of the section,
reinforced with a hyperlink.  Please DO NOT use the section number.

Section numbers change under editing
and it can get very hard to understand a reference like "4.10"
when changes
occur.  Section names change much
less frequently - and hyperlinks are updated as changes occur.
