We're arguing about a different point.  Assembly does have TAs for MAY and
SHOULD statements, but has chosen to skip writing testcases for those TAs.
I think we should do the same in policy for the sake of consistency.

Assembly is not testing the MAYs, I am not sure about the SHOULDs if there
are any, though by their very nature they should be treated as a MUST IMHO
(according to RFC2119 that is)
