Normative refs in document need consideration - fixed in these docs but could/will be out of date later

Schema & Intent defn file gets update each time CSD published
...SCA Assembly ref is very out of date - CSD05
...suggest updating in later publication

Main problem with refs is that OASIS considers refs to be substanstive
...can't just "update" CSD to CS even if nothing else changes

If we know there's no substansive changes should be OK

But TC Admin could insist on PR for ANY change other than front page - they don't know the changes are irrelevant
...we could challenge this (if it happens)
Clarification has been asked from OASIS staff but no response yet

...or push current docs thru PR process and meanwhile prepare updated versions
