Addition to requirements doc to resolve the comment at line 120.  Note that the use cases identified infer this capability rather than explicitly state it.

1.1.1 The SDD MUST describe the requirements on the target environments that must be satisfied before a particular change operation (install, configuration, uninstall) is performed, to allow these requirements to be checked or a plan for satisfying them to be constructed. [TWS1]  Specific environmental requirements that MUST be supported are defined in sections 2.2.2 through 2.2.14.

1.1.1.1 The SDD must be able to specify that a required entity is operational at various points during the operation.  Specifically identified as operational prior to start of the change operation; operational prior to an identified step in the change operation; or operational by the end of the change operation.

TWS 12/20 – I don’t understand this comment as it applies to this requirement.  what needs to be run-able?
