I contacted Ram Kumar, our TC's OASIS representative. Ram's reply:

Hi Brent,
1. Naming conventions for schema
files - we decided to leave this up to the TC as some like to include version
info and others don't.
2. Guideslines for developing
specifications - no formal writing guidelines, but we do have templates
that must be adhered to (docs.oasis-open.org/templates/)
3. Guideslines for developing
schemas - again, no formal writing guidelines, but there's lots of "best
practices" stuff out there. The UBL Naming and Design Rules are a
good place to start.

It seems we're taking the right approach
with our TC's writers' conventions. We need to ensure that we're using
the specification template, and we might want to investigate some of the
best practices.

Randy,
I seem to recall that OASIS to have some guidelines available on
this. I think we used them for WSRF. It included both file names and
QNames. Ask which ever OASIS staff member is your contact.
