Minor update, based on comments from SAS, to have the proposed "Standards"
folder contain only normative deliverables (specification, schema), with a
separate folder (probably evolved/renamed from the current "XML Examples"
folder) to hold non-normative deliverables (examples, dictionary/profiles,
Best Practices).
