1. This is the presumed final level of the specification, pending any public review comments. If this ballot passes, this specification will be submitted for Public Review.
2. The specification has been thoroughly reviewed by the TC; new comments are not expected but the ballot permits comments if you need to note something.
3. This vote requires a Full Majority vote to pass.
