[sdo] [SDO-7]: Create DataGraphs without going through DAS

Depending on the resolution of SDO-79, we could simply decide that
DataGraph is only to be kept for backward compatibility reasons but new
stuff should not need it. 


Steve Brodsky:

createDataGraph() could be added to DataFactory, but the question is
whether this function is needed. Proposing to defer to 3.0.
