We think that the scope of this is too big for 2.1 and that it should be
considered for 3.0 instead. In addition, there appear to be two issues
addressed by it: 1) creating a simple type hierarchy for predefined
simple types, and 2) using annotations to store facet information. (2)
is already addressed separately by SDO-13
