Subject: [NEW ISSUE]: Extend/ Clarify the definition of Type Compatibility

DESCRIPTION:
The resolution of SDO-66 has a relatively high bar for detemining type compatibility, and says that implementation may loosen this definition. The are several use-cases that could potentially be handled in a standard way by standardizing a lower bar for type compatibility. One such use-case is handling "versioning", where one context may have a later version of the type, in which more properties are defined than in the other context.
It is also possible that as a result of other discussions, eg, on containment, that we will want to raise the bar for defining type compatibility.
