The OpenCSA liaison committee has worked to produce a new updated Artifact URI proposal, in conjunction with OASIS staff. The proposal is attached to this email.

We should consider adopting this proposal (with the obvious substitution of sdo for sca where appropriate). It meets OASIS requirements and is being adopted by the other OpenCSA TCs.
