NEW ISSUE: Specs still imply DataTypes and Abstract defined in sdo schema

Description The tables in sections 6.1
and 6.2 of both specs both contain headers implying that the SDO DataTypes
and SDO abstract types are defined in the http://docs.oasis-open.org/ns/opencsa/sdo/200911
namespace when the CD 02 version of the SDC-3.0 schema only defines Types,
Type and Property.  Section 7.5 also has a statement that the URI
for the SDO types is http://docs.oasis-open.org/ns/opencsa/sdo/200911.

Proposal:
Either remove these reverences or clarify
that the URI is only relevant for operations where a URI is needed for
type identification.
