Nice work on the draft Ray.

I believe a reviewer would find it more useful to have a link to our 
issues wiki page (which has links to the discussion) rather than the 
summary copied started at line 54 in this latest draft. Before 
publishing please consider replacing that content between line 58-98 
inclusive with the following text:
