This May 9 version of the openSearch Binding, I think,  represents a fairly
mature document, based on initial work by Janifer and me, the productive
discussion we had at our meeting Thursday May 8, and a complete re-working
of the document based on the earlier work and discussion.  

And so, I propose that we target this document for inclusion in our initial
set of Committee Drafts. Earlier we had said that we would release it as a
discussion document along with the initial set of Committee Drafts,  but I
would like to reach consensus among us that this document itself will be
among those released as Committee Draft.   

So please review and suggest any areas of improvement.
