Yes, I'll include it on the agenda for Monday.  It is as you say "heavy
reading"; I'm having a hard time grasping it.  As you suggest we do need to
know who is the community pushing it, before we can seriously discuss how
much time to invest. I don't know who that community is.  Ralph might.
Anyway we'll talk Monday, though I suspect the discussion will be brief.
