In the geospatial community, there has been considerable discussion, 
research, and implementation of federated catalogues that federated search. 
This is especially true in the earth observation community (which DoD should 
have a great interest in). Numerous references including:

I know that these are quite a few links :-)

Also, they should check out what the Canadian community has done as part of 
the Canadian Geospatial Data infrastructure. They have implemented a 
federated (national) distributed catalogue and search capability based on 
Z39.50
