I just noticed in passing that the example URLs in the SRU Draft, Sect 8 are wrong. They are of the form:
...?query="title=cat"
...?query="subject=dog"
...?query="author=frog"
...?query="title=cat and subject=dog"
Of course, this is not what is intended as these would be treated as simple string terms. What is intended is something like this (without quotes):
...?query=title=cat
...?query=subject=dog
...?query=author=frog
...?query=title=cat and subject=dog
or, if %-escaped:
...?query=title%3Dcat
...?query=subject%3Ddog
...?query=author%3Dfrog
...?query=title%3Dcat%20and%20subject%3Ddog
