[security-conform] Moving security-conform discussions to thesecurity-services list

Hi,

As part of tying up all the loose ends in the SAML specification effort, we've
decided that we're going to freeze this distribution list (security-conform),
and have any further conformance discussions on the security-services list. 

The archives for this list will remain available for future reference. 

If you're subscribed to this list (security-conform), but not to the
security-services list, you may want to subscribe to the latter.
