[There have been proposals to allow expression of authorizations such as
'Alice can access this resource on Monday through Friday when there is no Q
in the month'. This is a bit on the policy side for my taste, however if
this was to be specified this is where the information would logically fit.]
The <Restrictions> element is defined by the following XML schema:
