straw man 3

The use case and requirements subgroup decided today to push the release of
straw man 3 until Monday so that we can conduct a round of voting and have
its results reflected in the doc.  I just remembered, though, that Bob is
planning to roll everything up into one big doc and that we committed to get
him our pieces at some point.  I couldn't remember when it was that we
committed to though (at the time I was thinking we'd send it on Friday and
that was okay).

I guess we could still get something out on Friday night which reflects the
results of the vote (votes are due Friday at 5PM PST) - if Monday doesn't
work.  Please let me know asap so I can adjust my schedule to make sure I
have the cycles available on Friday if necessary.
