FWIW (as merely an observer anyway), it wasn't intended as a
controversial thing, and the discussion was mostly around whether or not
it was even necessary to be explicit about having a Requester "in use"
if you checked off a particular Authority. (I noted, for the record,
that it didn't make any sense to claim that I had a responder in use,
unless something was making requests to it, so can I even check one w/o
the other?)

I think the final comments were more or less, "does anybody feel
strongly about it?", so since you apparently do, I think that answers
that.
