Rev 02 of the core spec

Hi folks-- Here's a more "human" description of core-02.  I had Kavi 
send notice of just the change-bar version, but you can also find merged 
and source-file versions in the repository:

There are a few things I'd like to see modified in the NameIdentifier 
schema snippets (e.g., regarding whether substitution groups should be 
used), but I thought it was more important to get the draft out there as 
soon as possible, and have everybody take a look at the stuff in context.

Scott and I have been discussing "SAML extensibility" over the last few 
days, touching on the half-dozen or so ways that XSD lets you build in 
variability and how SAML should apply these in a consistent pattern. 
This could affect the new NameIdentifier design, along with lots of 
other areas in the SAML schemas.  We're getting close to consensus, at 
least between the two of us, on the right pattern to use.  Whenver the 
chairs feel it's appropriate to discuss this in a whole-group setting, 
we can do so.  (Probably an explanatory email should precede it, so 
we're talking at least next week...)
