Issue BIND-3: Establish a Mandatory Profile

I have a feeling that this is being taken into consideration in the 
recent flurry of conference matrix work, but if not, I wanted to point 
out that this issue is still open.  I don't think this strictly needs to 
be closed by last-call, but it would be nice to at least have a 
tentative answer ready for folks who want us to declare a single 
mandatory profile.
