Hitting myself with a brick, I realize I have this wrong, and I also think
the metadata is ok anyway because I did it right originally.

Metadata reflects a deployment, not an implementation. So obviously, many
things (including, say, Logout) are optional in a deployment, and so they're
also optional in metadata. Conformance has nothing to do with this.

Sorry for the confusion.
