Yes, being a non-voting member seems to alleviate the concern, if I read
Rob's concern correctly, while enabling appropriate licensing
obligations to be created.

So, my initial reaction was to emphatically agree with Rob's comments,
but I took a further look and see that the issue isn't as significant as
it may at first seem.

In the proposed TC Prcess, there are 3 types of people who may be
associated with a TC:

    * A Voting Member (someone who maintains voting rights)
    * A Member (someone who doesn't maintain voting rights, but
      does participate in the list and discussions, meetings, etc.)
    * An Observer (a lurker).

So, someone who does not want to vote (or just can't maintain the voting
status) can continue to participate heavily by just being a (non-voting)
Member.

Most of us had previously used the "Observer" status for this kind of
participation.
