Sorry for the sudden blast of emails. I had a thought of how to solve the URI/URN problem.
(That problem is that XPath is a URI, which means it could be a URN but no one has registered a urn for it)
I originally proposed a name attribute using xpath and service type attribute using the namespace urn for the document it uses. Lets combine them: AttributeName for XPath = { urn of the document namespace } :xpath: { XPath URI into the document }
Example:
<saml:attribute name="urn:liberty:id-sis-pp:2003_08:xpath:/pp:PP/pp:LegalIdentity/pp:LegalName” />
