errata: misuse of strongly matches

Lines 2600--2601 of SAMLCore seem to be in error.  The sentence reads:

The subject of the assertion strongly matches the <saml:BaseID>,
<saml:NameID>, or
<saml:EncryptedID> element in the <LogoutRequest>, as defined in Section 3.3.4.

but the definition of strongly matches in section 3.3.4 does not
relate Subjects to NameIDs, it relates Subjects to Subjects, so the
above statement makes no sense.  The same is true of lines 1299--1301
of SAMLProf.
