Regardless of the success or failure of the <AuthnRequest>, the identity provider MUST produce and send an HTTP response to the user agent containing a <Response> message under any circumstances within its control. [i.e. the IdP may not logically abandon the <AuthnRequest> under any circumstances in its control]
