Okay, here is what I propose for the documents for SAML 2.1 (## to be replaced by 2-digit part numbers once we agree on the documents and their order):

  - all but section 3 of the current core spec
Security Assertion Markup Language (SAML) Version 2.1. Part ##: Protocols
  - section 3 of the current core spec
Security Assertion Markup Language (SAML) Version 2.1. Part ##: Bindings
   - artifact would be in here
Security Assertion Markup Language (SAML) Version 2.1. Part ##: Metadata
   - including post-2.0 extensions for things like crypto algos and what not
Security Assertion Markup Language (SAML) Version 2.1. Part ##: Browser-based Authentication
   - including SP and IDP initiated SSO and discovery
Security Assertion Markup Language (SAML) Version 2.1. Part ##: Non-browser Authentication
  - mostly ECP
Security Assertion Markup Language (SAML) Version 2.1. Part ##: Attribute Exchange and Query
  - attribute query and profiles
Security Assertion Markup Language (SAML) Version 2.1. Part ##: Session Management
  - Hal's session doc and single logout

  - Name ID management and mapping

Note, per our last discussion on this topic.  Conformance and Security and Privacy considerations will not be separate documents but instead moved in to the respective thematic profile documents.
