Either. I used "entity" as a general term for anything
needed to solve a problem. It could certainly be a service.
It may be data to provide input to processing done by a service. It
could be identified individuals who bring expertise to a problem It
could be individuals who are a threat and cause a problem.
While I don't expect our blueprints to discuss all possibilities in
detail, the use of metadata and the enabling systems do have significant
commonalities across different "entities".
