Review comments: what is the difference between rating of a service and the authentication of a service?

The word of “credential” is used in many places on the EERP Spec. In the Web Service Security, credential is used on the authentication. The service request needs to present the credential for authentication.  The service provider will base on the credential in the request to make authentication decision.  That is why I have a question: what is the difference between rating of a service and the authentication of a service?
