I011: Zero Obligations in SLA

New working draft (WD02) has uploaded at
http://www.oasis-open.org/committees/download.php/32499/BusinessServiceLevel
Agreement-v1.0-spec-wd02.pdf  with the following changes: 

1. A note is added on line 315 to 316 to explain that there is case for
zero SLA Obligations.
2. An example of SLA without obligation is added on section 7.2, line 773
to 820. 

It is proposed to close this issue with above changes in place.
