Title: Namespaces, normative references, and rationale

Description:

This applies to all three specifications under review.

The normative list of namespaces cites CEFACT ccts but does not list it in the normative references.

The reasoning for the choice of namespaces, and in particular whether the UBL namespaces include ccts, is not clear. Address whether the CEFAC T namespace is included directly and within UBL, and briefly justify the choice.

Add normative reference for ccts schema as needed.

Add non-normative text  in Appendix B to explain the choice of namespaces and schemas used.
