This is NOT OK to close - this is a substantive issue, and i031 is editorial. When that change is made, that part of i031 can be closed as well as this one.

The issue needs to be addressed.

There is only one reference on "protocol" on this BSLA spec and has been
already addressed on issue # I031. 

The issue should be closed due to duplicated.

Title: Namespaces, normative references, and rationale

Description:

This applies to all three specifications under review.

The normative list of namespaces cites CEFACT ccts but does not list it 
in the normative references.

The reasoning for the choice of namespaces, and in particular whether 
the UBL namespaces include ccts, is not clear. Address whether the CEFAC 
T namespace is included directly and within UBL, and briefly justify the 
choice.


Related issues:

Proposed Resolution:

Add normative reference for ccts schema as needed.

Add non-normative text  in Appendix B to explain the choice of 
namespaces and schemas used.
