Thanks for your comments. As it is stated in Bill Cox's reply, Business SLA is an information artifact that would be exchanged according to the message exchange protocol. The implementation strategy for the SLA is out of the scope of SOA-EERP Business Service Level Agreement Version 1.0.  The white paper End-to-End Resource Planning (EERP) Model and Use Cases describes the usage of the Business SLA artifact, and you can set-up your own implementation strategy for SLA.
