Refer to issue SOA-EERP-37, http://tools.oasis-open.org/issues/browse/SOAEERP-37, the service URI will be addressed on the protocol spec. 
Issues around the services will be addressed on SOAEERP-22 and SOAEERp-25. 

There are no schema changes for these three specs: bQoS, bRating, and bSLA, from CD03 to WD09, and the XML Schema of EERP protocol as it is stated in the EERP protocol WD03, per http://www.oasis-open.org/apps/org/workgroup/soa-eerp/document.php?document_id=37452 will have no changes needed for XML schema of three specs: bQoS, bRating, and bSLA.
