I'd like to clarify these issues and ongoing discussion for the SOA-EERP TC.

The TC Process 
(http://www.oasis-open.org/committees/process.php#OASISstandard ) spells 
out the OASIS Standard submission process in detail. All TC members 
should read the TC process carefully.

There is NO interop requirement for OASIS Standard Submission (but it 
doesn't hurt).

For forwarding to other organization, the interop requirement is 1c in 
http://www.oasis-open.org/committees/liaison_policy.php#submitwork , in 
the OASIS Liaison Policy.

We'll handle the continuation of this discussion in the TC email list, 
so please do not Cc the soa-eerp list in any replies.
