Thanks to Szu for the raw material.

It took me about 90 minutes to validate and correct, and then turn into proper HTML, and debug.

I added a note on availability subject to the referenced licenses, and how to find the schemas.

Theoretically this should be in the technical work completed section, but I put it in announcements and put a link in technical work completed.

BTW, the same note is on the TC members page but the stylesheet is different so it looks different; the goal is for the public page to look great.
