Program Manager for IT Information Sharing in the Department of Homeland Security (DHS) CIO Office. Responsibilities include helping to shape SOA strategy for DHS, for internal and Extranet environments.  We are definitely a "user" organization. I am focused on the business impact of SOA architecture, but have decent familiarity with the technology issues, especially access control.
