I concur.  This should be brought forward to the TC to decide.

A Committee Draft does not have to  be perfect, just represent general
consensus amongst the TC.  I think this does such.

Is _this_ a committee draft?  Maybe we should just drop the bomb that we
feel that this draft marks a major milestone.

Sounds good. I'll revise and prepare the Issues List for Don in light of
that, and to reflect the current document structure (section numbering
in
particular). That way, the table is ready to use when the
"obviously-only-small-number-of-minor-comments-cos-the-new-version's-so-
good
" issues trickle in ;)

I'd also suggest that you propose to the TC at Wednesday's meeting to
"officially" release v09 and thus open the commenting/issues period
(another
news story for Robin Cover, keep the momentum rolling). We could still
meet
a timeframe of mid-October for a F2F to consider the next round of such
issues and release to a draft cttee spec.

I have incorporated Peter's latest proofreading comments into something
I am
provisionally calling 08B.  On Monday, I will close the proofreading
phase,
and rev the specification to 09.  09 will be the specification that the
TC
will be invited to lodge issues against.

This means...we can sneak some changes in between 08 and 09 before
Monday if
required.
