I outlined the dates I wrote down in the draft notes that were posted.
In keeping with a 7-day ballot closing on the 10th, I recorded the 3rd
as the date to open the ballot.  The notes also indicated that the spec
would be released to the list beforehand.

Frank - I thought you were on vacation this week?

That is approx. what we were thinking. The next telcon is on the  
28th. That is likely to be not well attended. The one after is Jan  
11th. We could time the ballot to end on Jan 10th.
