In net, I think governance has to do with the furtherance of goals and the fact that order gives some predictability and a system in which to work.  

The process of creating governance in Iraq is very much that there are conflicting goals, no consensus on who are the decision makers, and a resulting mess in the framework and processes.  

However, this does not mean it doesn't fit with our evolving model.
