While I think the exercise of teasing apart these processes is useful 
for us, I am concerned that we're overcomplicating the concepts for 
our readers. Perhaps we should put this kind of discussion into 
collateral documents. When I put myself into the role of a reader 
from a gov agency that has been somewhat unwillingly mandated to 
develop a SOA plan as part of the FEA, and I try to read and 
understand this without the benefit of the theories that underpin our 
discussions here, I come up empty.

I think that we're on the edge of building blueprints for masters of 
smoke and mirrors to sell any number of conceptually shaky programs 
under cover of conformance with our spec and counting on the fact 
that no one is going to make the effort to wade through these 
concepts and call their bluffs.

So, after we reach a consensus on this particular elaboration of 
Action, I suggest we simplify the explanation and put the abstruse 
stuff aside for those with an interest in the more elaborated model.
