I think this points out we need to be careful on our use of the term right.  In the definition of Authority, I think right is used more in a colloquial sense, not the defined Right on the previous page.  Looking at the definitions, I'm not sure we've captured the fine line between Right and Authority.  Is that fine line important or can we just stick with the more typical Rights and Responsibilities?
