Identifier (3.3.2 and Value Identifier 4.1.1.2)

Hi again,

I think there is a useful connection between the concepts of 
Identifier in Section 3.3.2 and Value Identifier in Section 4.1.1.2)

I think the Value Identifier could be used to qualify the Identifier 
of a Resource, essentially the same as James' Identifier Type.

Dave, I also think that Value Identifier works quite well for EDXL-DE 
ValueListURN/Keyword managed lists, and I am thinking of including it 
in the EDXL-RIM work.
