Good comments but in the spirit of getting out PR2, I will ask you to resubmit these during the review period.

The TOGAF 8.1 reference could actually be problematic because I thought the words were worth using and it coming from TOGAF 8.1 was just where it happened to originate.  If TOGAF 9 doesn't have a similar quote, I'll probably keep the quote and just drop the reference.

2) we have The Open Group's SOA Governance Framework standard released a couple weeks ago
3) SOA Governance definitions in the SOA Governance Framework contradicts related definition in TOGAF 8.1
4) both of them include 'enforcement' as a governance attribute while we attribute it to Management: 
 
   5.1.1.2 Relationship to Management 2682
   2682 There is often confusion centered on the relationship between governance and management. As 
   2683 described earlier, governance is concerned with decision making. Management, on the other hand, is 
   2684 concerned with execution. Put another way, governance describes the world as leadership wants it to be; 
   2685 management executes activities that intends to make the leadership‘s desired world a reality. 
[MP: i.e. governance policy enforcement]

More accurately, Governance defines the enforcement procedure while Management executes it (in this case, an enforcement procedure does not differ from any other governing policy)

I think that 5.1.1.1. has to be refined.
